Arts policy has a longstanding relationship with the concept of “quality” and the ways in which organisations measure, evaluate and account for it. Culture Counts, an evaluation system and digital platform, compiles data from standardised evaluation surveys of different stakeholder groups – organisations, audiences, critics, funders and peers – and provides the means to compare and triangulate data in an accessible format. As a result, it claims to provide a more effective, democratic tool for quality measurement of art, which demonstrates the public value of funding [Department of Culture and the Arts, & Knell, J. (2014). Through qualitative research with two consortia of organisations involved in Culture Counts pilot projects in Manchester, England and Victoria, Australia, we explore these claims, comparing the reception and promotion of the system in both countries and considering its potential incorporation into policy assessment frameworks and adoption within arts organisations’ existing evaluation capacities.  相似文献

Student teachers are expected to develop their teaching skills sooner and more rapidly. However, a sound evaluation instrument that can be used to diagnose and monitor the skilfulness level to aid formative assessment of student teachers is still limited. This article is aimed to calibrate and validate a teaching skill evaluation instrument for use in secondary education. A total of 264 student teachers in the Netherlands participated in the study. Rasch and multilevel analyses were used. Results suggest that the evaluation instrument meets the restrictive assumptions of the Rasch model and has predictive value for academic engagement. This adds validation evidence and justifies the calibration of the evaluation instrument to be used for monitoring the development of teacher's teaching skills.  相似文献

[目的/意义]国内图书馆对展览政策的研究较少,而国外图书馆在相关领域有比较成熟的做法。研究国外图书馆展览政策有助于促进国内图书馆展览工作的开展。[方法/过程]通过对澳大利亚国家图书馆展览政策与展品租借政策文本的梳理与研究,探索其有益做法对我国图书馆的启示。[结果/结论]我国图书馆应从4方面完善展览工作:①重视展览工作的组织建设;②重视对展览原则的研究;③结合国家文物保护政策制定展品借出政策;④结合我国实际制定展品借入政策。  相似文献

This paper studies the effect of the integration of students with Special Educational Needs (SEN) on the academic achievement of their peers without SEN. This achievement is measured using performance in standardized reading and mathematics tests. The study also evaluates the effect of a policy that recognizes and increases resources for special educational needs that had not yet been considered and improves education provision protocols for students with SEN. Using administrative data and standardized test scores, we constructed a panel that follows a cohort of students before and after the reform, determining for each individual and year whether the class to which he/she belongs has any students with SEN. Our identification strategy employs panel data with fixed effects at the school, individual, and time levels. Estimates show that, on average, having a peer with SEN in the classroom has a negative effect on the academic performance of students without SEN. However, these effects are small and decrease, or even vanish, once better inclusion policies are in place. These results suggest that the effect on peers is almost totally canceled when more resources are provided and when adequate treatment and support protocols are implemented.  相似文献

运用实地考察法、问卷调查法、主成分分析法等,对公共体育场馆功能改造的理论逻辑与现实困境进行剖析。认为消费者需求与公共体育场馆功能之间存在相互作用的理论逻辑,据此提出基于消费需求识别的公共体育场馆功能选择路径,以洪山体育中心为例进行实证分析。同时,对当前公共体育场馆功能改造在土地利用、消费场景营造、利益主体参与机制和改造程序等方面面临的现实困境进行总结。提出:创新用地政策,鼓励公共体育场馆进行功能改造;加强公共体育场馆消费场景营造;健全利益主体参与机制;建立健全多部门合作的公共体育场馆功能改造工作机制。  相似文献

对近年来中国FDI数据与国侨办侨资企业数据库进行全面比较和深入研究发现,近年来的中国侨资企业发展大大超过外资成长:新批侨资企业数量连续大幅度增加且大大超过外资成长;新增侨资在全国FDI中的比重逐年提高;侨资企业平均投资额大增,并且在制造业中比重下降;新批侨资企业主要来源地分布较广,位次变化显著.这一转变根本的原因在于,大多数侨资企业在一二十年的中国经济高速快车上不断壮大,经营规模与产业层次得到提升,与世界企业的差距大大缩小,国际竞争力日益增强。这一重大转变在这次研究中首次被揭示,应引起有关部门的重视。政策取向必须随着新的形势变化应适时调整,高度重视侨资企业的发展。  相似文献

协同导向是美国青少年体质健康政策的突出特征,主要体现在政策文本协同和政策制订协同两方面.在政策文本协同方面,通过梳理历年来体质测量、体育、教育、校园卫生和营养等方面的政策演进过程,发现其体现出较明显的健康促进导向作用.在政策制订协同方面,除了政府相关部门外,社会组织和社会精英人物也都积极参与政策制订,形成了国家政府部门和各界参与的有机融合.我国青少年体质健康亦面临类似问题,可借鉴美国经验,注重体育与营养政策的协同作用,注重跨界政策制订主体的协同参与,强化学校和社区等场域的协同连接,凸显学生校园营养行为的国家责任.  相似文献

ABSTRACT

Due to budget constraints, schools in the United States have increasingly turned to community arts organizations for support. School-community arts partnership stakeholders collaborate because of shared missions to provide students with valuable arts learning experiences. Investigations of these initiatives indicate that these partnerships improve arts learning opportunities and increase public support and resources for arts education. However, not much is known about the experiences and perspectives of the arts organizations that participate in these partnerships. Coordinating collective efforts with a multitude of institutions and interests poses challenges. In this study, we examine survey data collected from arts organization administrators who participated in a large-scale school-community arts partnership initiative. We find that these organizations are generally positive about their impacts on students’ educational outcomes, but there is substantial variation in these views. We also find that organizations differ in their levels of support for these collective efforts. Sources of this variation appear to be attributable to organizations’ preexisting resources and extent to which they are established. While this difference in levels of support is potentially inevitable, we find evidence that the operations handled by the “backbone” organization, i.e. the initiative’s facilitators and overseers, can significantly influence organizations’ levels of support for these efforts. Organizations are more likely to support these collaborative efforts when they believe the backbone organization ensures transparency with initiative operations, provides regular, effective communication, and effectively resolves competing priorities.  相似文献

随着休闲经济的兴起,运动休闲理念和诸多休闲运动项目也被传播到中国,徒步运动以其健身性、自然性和冒险性的特点,深受世界人民喜爱,今年来已在中国大地慢慢流行开来。与西方国家相比,中国的步道拥有量少得可怜,急需建设大量步道以满足日益增长的徒步爱好者的需求,同时,步道规划、建设、管理成为运动休闲管理的新课题。西方国家的步道管理已有逾百年的经验,其核心要点就是,步道依自然条件而建,尽量突出其自然、野外的特点,尽量减少人工土木的痕迹;在管理上应突出健康性、公益性、环保性的特点;要重视步道建设、管理对运动休闲产业的拉动作用。  相似文献
